a few things to help with the interface issues...
A.) single bar titan panel, and use auto-hide
B.) in fraps you can set it up so it doesnt capture your mouse... cleans it up a bit
C.) like brian said, change the ui scale down a bit... it looks like playschool set up your buttons for you :P
D.) move your character portrait/target/ToT up to the corner, wasted space up there now
and lastly
E.) get a mod that lets you break the bottom bar... stack the options buttons and the bag buttons towards the bottom right, center the action bar... and then set the chat box down along the bottom left to get it out of center screen. that affords you space for your ktm and other small mods below the party menu so they dont sit in the middle
